The work within the conceptual and methodological work load was primarily focused on analyses and base methodology. The target status was defined, after presentation of the status quo of MONITOR and partners' expectations. Information was collected for SWOT-analyses in the test-areas which had to be carried out as a starting point. A report on best practice methods on risk management and improvement suggestions, as well as a report on spatial planning and instruments of spatial planning, presenting at the same time the normative framework on civil protection and the state apparatus for the management of emergency situations and hazards, was produced.
The areas to be monitored were identified and instruments and methods to use in the monitoring were elaborated.
A conceptual structure for the involvment of different stakeholders in risk governance and definition of best practices in risk governance was developed.
